From May 2nd to May 6th, 2025, H.E. Tsang
Wai-hung, Deputy Commissioner of the National Narcotics Control Commission of
China and Chairman of the Global Public Security Cooperation Forum
(Lianyungang) Conference, led a delegation to Addis Ababa, Ethiopia, to attend
the National Police Day celebrations, at the invitation of H.E. Demelash
Gebremicheal Weldeyes, Commissioner General of the Ethiopia Federal Police and Board
member of the GPSCFL. In Addis Ababa, Mr. Tsang and Mr. Demelash had a bilateral
meeting and co-hosted a seminar to promote the forum. Mr. Yang Shaowen, Deputy
Secretary-General of the China Association for Friendship, which is the host organization
of the forum, accompanied Mr. Tsang to attend the events.

During the bilateral meeting, Mr. Tsang
recalled the cooperation achievements under the framework of the forum in
recent years and expressed high appreciation and sincere gratitude for Mr. Demelash's
significant contributions to the development of the forum and his fulfillment
as Board member. Mr. Demelash expressed his willingness to devote himself to
this year's Conference and related constructive works.

To promote the forum, Mr. Tsang and Mr.
Demelash co-hosted a Seminar which were attended by heads of internal affairs
and police chiefs from East African countries including Djibouti, Kenya,
Rwanda, Somalia, South Sudan, Tanzania, Uganda, four deputy Commissioner Generals
and heads of all the departments of the Ethiopian Federal Police, and the
Chinese ambassador Mr. Chen Hai. During the meeting, Mr. Demelash highly
praised the important role played by the GPSCFL in building consensus and
promoting cooperation and exchanges in the field of public security, and he
aired his willingness to actively participate in the forum’s works as a Board
member. Mr. Tsang comprehensively introduced the background of the forum's
development, achievements of the 2024 Conference, and considerations for the
2025 Conference. He elaborated on the forum’s guiding philosophy of
“Cooperative Security for Common Prosperity”, serial measures to implement the
Global Security Initiative, and serial actions to build a global public security
community of shared interests, responsibilities, and destinies characterized by
consultation, joint contribution, and shared benefits. He also shared
considerations of launching public security products to facilitate
international cooperation in the field of public security.

Guests shared their views actively,
expressing high recognition for the inclusive, mutually beneficial, pragmatic,
and efficient development model of the forum under the China’s leading role.
They hoped to further strengthen bilateral and multilateral cooperation within
the framework of the forum, especially on deepening pragmatic cooperation in realms
such as combating transnational crime, cybersecurity, and capacity building, so
as to benefit more African countries with outcomes of cooperation.
