On December 15, 2023, China Association for Friendship (CAF), in partnership with Jiangsu Police Institute and Jiangsu Provincial Public Security Research Institute, successfully convened the Global Public Security Index Research Promotion Conference in Nanjing, Jiangsu Province. The conference, themed "Public Security Evaluation and Index Construction under the Global Security Initiative," was opened by Andy Tsang Wai-hung, Chair of the GPSCFL Conference, Chen Zhimin, President of CAF, Chen An, Deputy Director of Jiangsu Provincial Public Security Department, and Xia Cunxi, Party Secretary of Jiangsu Police Institute. Representatives from the International Cooperation Department of the Ministry of Public Security, Jiangsu Provincial Party Committee Publicity Department, Jiangsu Provincial Public Security Department, and over 40 experts and scholars from Tsinghua University, Nanjing University, People's Public Security University of China, and National Defense University, delivered speeches and exchanged ideas on the theme, laying a solid foundation for further advancing the research on the Global Public Security Index in depth and substance.
The conference emphasized the importance and necessity of conducting research on the Global Public Security Index, recognizing it as a vital measure and tool for implementing the Global Security Initiative (GSI) and contributing Chinese wisdom and solutions, thereby providing new paradigms and paths for global security governance. The meeting discussed the formation of a core operation and maintenance team, the establishment of a professional technical team, and the appointment of an expert advisory group to scientifically and effectively promote index research.
Adhering to the conference spirit of pragmatism, efficiency, seeking common grounds while reserving differences, and consensus-building, experts, scholars, and representatives from various institutes and organizations conducted detailed, rigorous, and candid exchanges and discussions. Scholars and experts from fields such as public safety, social order, counter-terrorism, cyber security, and road traffic shared their insights, experience and professional recommendations, further enhancing the quality and effectiveness of the conference and enriching the outcomes of the exchanges.
