The Opening of the 2023 Conference of GLOBAL PUBLIC SECURITY COOPERATION FORUM (LIANYUNGANG)

In the morning of September 20, the 2023 Conference of GLOBAL PUBLIC SECURITY COOPERATION FORUM (LIANYUNGANG) kicked off in Lianyungang City, Jiangsu Province. The conference gathered over 500 participants from more than 50 countries and regions, including representatives from governments, law enforcement agencies, and international organizations, as well as renowned international experts and scholars. The 2023 GPSCFL Conference was hosted by China Association for Friendship and organized by Jiangsu Provincial Public Security Department and Lianyungang Municipal People's Government.

Themed “One World, Common Security”, the Conference has conducted in-depth exchanges and discussions on four sessions and reached constructive suggestions, i.e. Forecasting Global Security Outlook, Pooling Multilateral Synergy on Public Security, Enhancing Governance Capacity Building, and Sharing Development Achievements Guaranteed by Security. During the conference, three parallel sub-forums were held, including Security & Development Forum, Panel on International Security Situation, and Chiefs of Police Academies Sub-forum. Also, a series of events were organized, such as an exhibition showcasing best practices in policing capacity building. The conference systematically elaborated on the concepts and propositions for improving global public security governance, put forward practical measures to implement the Global Security Initiative (GSI) in the field of public security, and provided the international community with public security products that are in line with the characteristics of the times. A series of outcome documents and consensuses were released, including the Concept Paper on Public Security, the GPSCFL Initiative on Deepening Cooperation for Shared Global Public Security, and Consensus Document on Global Public Security Index.

Prior to the conference, five sub-forums were held, including the Data Security Sub-forum, UAV Safety Sub-forum, Police & Science Sub-forum, Forensic Science Sub-forum, and Seminar on Global Public Security Index. A series of outcome documents were released, including the GPSCFL Initiative for New-Type Crime Governance in the Field of Artificial Intelligence, and the Global Public Security Cooperation Forum (Lianyungang) Consensus on Data Security. The GPSCFL Monument Unveiling Ceremony was also held. Two sub-forums, i.e. Metropolitan Public Security Sub-forum and Tourism Security Sub-forum, were held after the conference.

As an important multilateral platform and mechanism mentioned in the Global Security Initiative Concept Paper, the GPSCFL stays true to the vision of “Cooperative Security for Common Prosperity”, strives for the mission of “advocating the public security concept of putting people first and promoting the pragmatic and effective global public security cooperation”, and adheres to the core values of "Cooperation, Innovation, Rule of Law, and Win-Win Outcomes", with a view to promoting and deepening global public security cooperation, embracing common prosperity guaranteed by universal security, and achieving sustainable security through sustainable development.

In 2015, the Lianyungang Forum (the former name of the Global Public Security Cooperation Forum (Lianyungang)) was established on the initiative of the Ministry of Public Security of China in Lianyungang City, Jiangsu Province, as a platform for dialogue and cooperation with the guiding philosophy of “Cooperative Security for Common Prosperity” and the principal aim of promoting law enforcement and security cooperation for global economic development through innovative thinking and pragmatic measures. As of now, the forum has successfully held five annual conferences and welcomed representatives across five continents to discuss issues of common concern, achieving significant results.

In 2022, the Lianyungang Forum was transformed into the Global Public Security Cooperation Forum (Lianyungang) (GPSCFL), with a view to better adapting to the changing international situations and meeting the needs of all parties for security and development. The GPSCFL is now hosted by the China Association for Friendship, who is committed to joining hands with all stakeholders to build it into a non-government and non-profit making international forum with regular meetings and a permanent venue. In November 2022, the First GPSCFL Conference was held. H.E. Wang Xiaohong, Member of the Secretariat of the CPC Central Committee, State Councilor and Minister of Public Security of China, attended the opening ceremony and delivered a keynote speech online. The Conference was attended by over 460 guests from 42 countries and regions as well as four international organizations to discuss security situations, share security concepts, and seek security solutions in a hybrid format. In 2023, the Ministry of Foreign Affairs of China released the Global Security Initiative Concept Paper, in which the GPSCFL was named as one of the platforms for cooperation.

The GPSCFL is founded and based in China, but it belongs to the world. The Forum will avail itself of the new opportunities presented by the 2023 GPSCFL Conference, stay true to the philosophy of “Cooperative Security for Common Prosperity”, actualize the vision of common, comprehensive, cooperative and sustainable security, advocate the public security concept of putting people first, and uphold the principle of extensive consultation, joint contribution, and shared benefits, in contributing to the effort of the international community to better coordinate development and security. The forum will also pool the strengths and wisdom of all sides and countries to achieve high quality development through high standard security, enhance sustainable security through sustainable prosperity, and provide people in countries around the world with greater and fairer access to the fruits of security and development, as it strive to promote the building of a community with a shared future for mankind featuring universal security and common prosperity.
