The Convening of the 2023 Conference of the GLOBAL PUBLIC SECURITY COOPERATION FORUM (LIANYUNGANG)

The 2023 Conference of Global Public Security Cooperation Forum (Lianyungang) opened on September 20 in Lianyungang, Jiangsu Province. H.E. Wang Xiaohong, State Councilor and Minister of Public Security of China, attended the opening ceremony and delivered a keynote speech.

H.E. Wang Xiaohong noted that against the backdrop of a global transformation unseen in a century unfolding at a faster pace, the international community is experiencing multiple risks and challenges rarely seen before. China will work with all parties to act on the Global Security Initiative (GSI) proposed by President Xi Jinping, adhere to the vision of common, comprehensive, cooperative and sustainable security, and hold high the banner of cooperation, innovation, rule of law, and win-win outcomes. We shall take building a community with shared responsibilities as our mission for jointly building cooperative networks in the field of public security; take building a community with shared interests as our pursuit of value for sharing outcomes of cooperation on public security; and take building a community with a shared future as our vision for consulting extensively on best ways to promote public security cooperation, with a view to further deepening the exchanges and cooperation in the field of public security, and driving the global public security governance system towards greater fairness, rationality, and efficiency.

H.E. Wang Xiaohong stated that China is ready to share its experience in public security governance with all countries, support the GPSCFL in continuously improving its organizational functioning, establishing a global training system on law enforcement, conducting regional and global operations to prevent and combat various transnational crimes, setting up an internationally standardized think tank, and publishing the Global Public Security Index in due course after thorough research, in an effort to contribute wisdom and strength to deepening global public security governance, and move together towards a brighter future of lasting peace and universal security.

H.E. Hun Manet, Prime minister of Cambodia; H.E. Manasseh Sogavare, Minister of Finance and Treasury, then-Prime Minister of Solomon Islands; H.E. Dato' Seri Dr. Ahmad Zahid bin Hamidi, Deputy Prime Minister I and Minister of Rural and Regional Development of Malaysia; H.E. Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations of the United Nations and other distinguished guests delivered speeches via video link or in person. The conference, themed "One World, Shared Security", gathered over 500 participants from more than 50 countries and regions, including representatives from governments, law enforcement agencies, and international organizations, as well as renowned international experts and scholars.

On the same day, H.E. Wang Xiaohong held separate bilateral meetings with Major General Dr. Ahmed Naser Al-Raisi, President of INTERPOL; H.E. Sarfaraz Ahmed Bugti, Balochistan Chief Minister, then-Minister of Interior, and Federal Minister for Narcotics Control of Pakistan; Francisco Javier DÍaz, Director General of the National Police of Nicaragua; and H.E. Demelash Gebremicheal WELDEYES, Commissioner General of the Ethiopian Federal Police; exchanged ideas with H.E. Myint Kyain, Minister of Immigration and Population of Myanmar; and H.E. Nestor Roncaglia, Minister of Justice and Security of Entre Rios Province of Argentina, then Police Chief of Argentine Federal Police; and held a group meeting with deputy ministerial-level delegates, members of the GPSCFL Board of Directors, and former political leaders.
