The First Global Public Security Cooperation Forum (Lianyungang) Conference Concludes Successfully

A new chapter begins at the shores of the Yellow Sea, where tides converge from across the world.

In Lianyungang, Jiangsu—a gateway to the new Eurasian Land Bridge—a significant gathering in the field of global public security takes place.

From November 29 to 30, 2022, the first Global Public Security Cooperation Forum (Lianyungang) Conference was held in the city. This forum was hosted by the China Association for Friendship, with the theme “Cooperative Security for Common Prosperity”. Over 460 attendees from 40 countries, regions, and four international organizations discussed security situations, share security concepts, and seek security solutions in a hybrid format.

"China is willing to work with all parties to actively implement the Global Security Initiative proposed by President Xi Jinping, to build a cooperative framework for global public security that is shared by all, and to jointly promote a community with a shared future for mankind characterized by universal security and common prosperity," said H.E. Wang Xiaohong, Secretary of the Secretariat of the CPC Central Committee and Minister of Public Security, in his keynote speech via video link.

The audience responded with enthusiastic and sustained applause, reflecting the excitement and enthusiasm of the representatives present.

Adapting to Trends

Building a High-Level Dialogue Platform for Global Public Security

Today, changes in the world, the era, and history are unprecedented, with global public security threats emerging continuously.

What is the way forward? Dealing with global public security threats has become a common challenge for all countries.

"Only by persisting in unity, cooperation, mutual benefit, and win-win outcomes can we achieve common security and lasting security," emphasized Sun Maoli, Vice Minister of the Ministry of Public Security, during the conference.

Against this backdrop, the Global Public Security Cooperation Forum (Lianyungang) has emerged, adapting to the trend of peace, development, cooperation, and mutual benefit—the right time and circumstances for its birth.

In 2015, the first Lianyungang Forum was successfully held, exploring a new path for international law enforcement and security cooperation and the joint maintenance of national security and development.

Over the past seven years, the Lianyungang Forum has always upheld the principle of “Cooperative Security for Common Prosperity”, making significant progress in law enforcement and security cooperation.

In 2022, to better adapt to the changing international situation and meet the security and development needs of all parties, the Lianyungang Forum transformed into an unofficial, non-profit, regular, and location-specific international organization platform—the Global Public Security Cooperation Forum (Lianyungang). This transformation enables more flexible and practical methods to attract broader participation from diverse stakeholders.

"The forum gathers high-ranking officials from governments and international organizations, law enforcement and police elites, business leaders, and think tank experts, pooling their wisdom and strength to better address the evolving global public security situation," said Tsang Wai-hung, Chairman of the Forum and Deputy Director of China's National Narcotics Control Commission, in his opening remarks.

"The Global Public Security Cooperation Forum (Lianyungang) is the product of innovative ideas, mechanisms, and practices," said Chen Zhimin, host of the opening ceremony and President of the China Association for Friendship. "After the upgrade and transformation, the forum persists in 'multilateral governance,' widely incorporating professionals from various sectors in the field of public security, promoting broader security cooperation."

Deepening Exchanges and Promoting Mutual Learning and Win-Win Cooperation

"The Golden Great Wall Commemorative Medal awarded by the Chinese Ministry of Public Security is a high honor for those who have made outstanding contributions to international law enforcement cooperation and the stability and security of the international and regional communities," said Vile, a member of the Politburo of the Lao People's Revolutionary Party and Deputy Prime Minister and Minister of Public Security of Laos, upon receiving the award.

During the opening ceremony of the first session of the Global Public Security Cooperation Forum (Lianyungang), the first collective presentation of the "Great Wall Commemorative Medal" took place, with 20 officials from relevant countries' law enforcement and security departments being honored.

The "Great Wall Commemorative Medal" symbolizes the deep friendship and fruitful cooperation between Chinese and foreign law enforcement agencies. Under the spirit of this friendly cooperation, all parties are even more determined to join hands and collectively address new challenges in global public security.

"I will continue to contribute to Sino-Pakistani friendship, especially for the China-Pakistan Economic Corridor," said Sohail, a police officer from Sindh Province, Pakistan, upon receiving the Golden "Great Wall Commemorative Medal."

Unity is strength; one is easily broken. Security interests are intertwined.

This forum focused on topics such as "cooperation, innovation, rule of law, and win-win outcomes." Participants discussed the construction of a global security community to respond to the changing world, the building of more professional, friendly, and efficient international security cooperation, the development of law enforcement capabilities for the future, and the establishment of cross-sectoral security frameworks aimed at "security for development."

Combating terrorism, religious extremism, organized crime, transnational drug crimes, cybercrime, human trafficking, and other areas were discussed. Participants also explored expanding the scope and subjects of security cooperation, creating new models of security cooperation, establishing cross-sectoral security cooperation paradigms, and strengthening exchanges and capacity building among law enforcement personnel.

Communication was strengthened through the exchange of ideas, and consensus was further solidified through the collision of views.

During the forum, representatives participating in the Security Development Forum, Data Security Sub-forum, and Chiefs of Police Academies Sub-forum engaged in in-depth discussions on current economic development security, cybersecurity, and the cultivation of high-quality police talent in various countries. These discussions promoted broader international cooperation across more fields and with more participants, contributing wisdom and strength to the prosperity and stability of countries around the world.

The two-day Conference of Global Public Security Cooperation Forum (Lianyungang) had a clear theme, rich agenda, and substantial content. "This forum is like a 'melting pot' that can dissolve differences," praised Dr. Moeed Yusuf, former National Security Advisor of Pakistan.

Li Shimo, director of the Consultative Committee of the China Institute of Fudan University, commented: "The forum can showcase the logic behind 'Peaceful China' and the Chinese model of modernization."

"It is crucial to hold this forum in a timely manner" and "this is undoubtedly an effective platform"... Representatives from countries such as New Zealand, Brazil, Argentina, and Belarus also fully affirmed the importance and necessity of this forum.

The successful hosting of the Global Public Security Cooperation Forum (Lianyungang) has also attracted widespread attention in the countries represented by the attendees.

Cambodia’s national television station, the Ministry of Interior’s official website, and other official media outlets reported on the presentation of the "Great Wall Commemorative Medal" to Cambodian Deputy Prime Minister and Minister of Interior Samdech Kralahom Sar Kheng, National Police Chief General Neth Savoeun, and Deputy National Police Chief General Dith Vichea.

Laos' Ministry of Public Security's official media reported that Vile, a member of the Politburo of the Lao People's Revolutionary Party and Deputy Prime Minister and Minister of Public Security, became "the first person in Laos to receive the highest commendation from China's Ministry of Public Security." The media also published Vile's high praise for the Global Public Security Cooperation Forum (Lianyungang) in promoting international law enforcement and security cooperation.
