    How do you see the trend of global public security?

    Paudyal:Trend of Global public security is becoming more and more complex due to rapid development of technology, enhanced connectivity and interdependence between the countries that ensues changing global order from unipolarity to multipolarity. The incumbent global power is unable to maintain its unipolar status but is fighting hard to maintain its hegemony. The world is forcefully moving towards multipolarity but the incumbent superpower is feeling difficult to adjust, not ready to realign the gig power relations and rather resorting military power to instigate covert and overt conflicts, bluntly intruding in the internal matters of other countries, resorting to trade wars, and exercise of extraterritorial right by infringing sovereign equality of other nations. In reality, the global economic, political and cultural situation is not favorable to multipolarity. This adjustment problem has created lots of tensions between the major powers and that has spilled over to the peripheries and the waves of fear, anxiety and uncertainty are felt everywhere.

    The complex and nontraditional security risks too are looming large and shall be claimed in no uncertain term that no any single country alone or a group of coterie will be able to address the risks and challenges posed by the nontraditional security threat. Therefore, call for global cooperation, collaboration and sincere contribution is a need of hour.

    In your opinion, what’s the influence of the Global Public Security Cooperation Forum (Lianyungang) on regional security?

    Paudyal:The 2024 Conference of GPSCFL was attended by 2100 people from 122 countries, regions and international organization. This is the largest ever gatherings of leaders, experts and practitioner in law enforcement governance from all over the world including the participation from Interpol. As many participating leaders underscore the importance of collaboration and cooperation in the field of law enforcement, the forum will definitely help boost mutual understanding and cooperation, enhance networking among cross border stakeholders and opportunity for sharing successes and shortcomings. All the deliberations will help better assess the public security situation in the region and beyond, identify the measures to address them and make sincere efforts for networking, resource sharing and collaborative actions from the participating countries in the future.

    As Ahmed Naser al Raisi, president of Interpol said while addressing the forum countries can overcome the challenges by leveraging collective strength to combat transnational crimes by bringing the capabilities and resources together to create a safer world. State councilor and minister for public security of China Wang Xiaohong made an announcement to offer 3000 law enforcement training to the officials in the coming year which will help enhance law enforcement capabilities.

    What’s your expectation for the Forum?

    Paudyal:Growing interest to the forum in terms of number and level of participation over past successive three years indicates the relevance of the forum. It can be more effective if efforts are made to develop the forum to a multilateral or a plurilateral platform with its own charter, with obligation to abide by the resolutions from the conventions.
