On September 21, Chiefs of Police Academies Sub-forum of the 2023 Global Public Security Cooperation Forum (Lianyungang) was held in Lianyungang, Jiangsu Province. 32 overseas ministerial-level law enforcement officials, police college presidents, and law enforcement experts from 17 countries and regions, as well as 20 presidents of domestic police colleges, participated in the sub-forum. This year’s sub-forum, themed “Global Security Challenges and Upgrading of Police Education Capacity,” was organized by the China Association for Friendship and hosted by the People's Public Security University of China. Relevant people in charge from the China Association for Friendship and the Ministry of Public Security's Personnel and Training Bureau delivered opening remarks. The leadership from the People's Public Security University of China made the keynote speech.
At the sub-forum, representatives of domestic and overseas police colleges actively provided suggestions and advice regarding global security issues and the capacity building of police education. They offered valuable opinions and recommendations on further mechanism innovation and cooperation promotion. The participants unanimously agreed that countries need to work together to build a more favorable environment for strengthening international security technology research and innovation, and jointly maintain the global public security landscape. Representatives from institutions such as the Police Academy of the Ministry of Internal Affairs of Uzbekistan and the Philippine Public Safety College stated their willingness to actively practice a global governance approach characterized by consultation, contribution, and shared benefits, and to further advance exchanges and cooperation between international police academies, promoting the transformation of theoretical achievements into practical applications. Representatives from institutions like the Zhejiang Police College, the Hong Kong Police College, and the Macao Security Forces Higher School indicated that they aim to focus on developing future-oriented law enforcement capabilities, continuously strengthen cooperation with police academies around the world, engage in cultural exchange, resource sharing, and people-to-people interactions, and jointly cultivate outstanding talent for global security governance.
The forum issued the “Action Initiative of ‘Future-oriented Talent Development Program’ for Global Public Security (2023-2024)”, which received a positive response from both domestic and international attendees.
