On September 18, the Seminar on Global Public Security Index of the 2023 Global Public Security Cooperation Forum (Lianyungang) was held in Yancheng, Jiangsu Province. Tsang Wai-hung, chair of the Global Public Security Cooperation Forum (Lianyungang), and relevant officials from the Jiangsu Provincial Public Security Department attended and delivered opening remarks. 17 influential guests from home and abroad in the field of public security engaged in in-depth discussions on topics related to the construction of the Global Public Security Index, reaching broad consensus. The seminar was hosted by the China Association for Friendship and organized by the Yancheng Municipal Public Security Bureau in Jiangsu Province.

The seminar highlighted that public security concerns the welfare of all humanity. In today's world, global security issues are becoming increasingly prominent, and the interconnectivity, transnational nature, and diversity of security issues are more evident than ever. It requires concerted efforts from all countries to address these challenges. In conducting global public security index research, it is essential to uphold principles of public interest, openness, and inclusiveness. It should take into account the differences in legal systems, development stages, natural endowments, and other national conditions, adhere to shared human values, and seek the greatest common ground among all parties. The collection of data related to the public security index should be conducted in a transparent, fair, and impartial manner, drawing on experience and fruits of existing international research to enhance objectivity and credibility.

Participants unanimously agreed to promote theoretical research and practical innovation of public security within the framework of the Global Security Initiative, enrich the connotations and scope of public security and jointly advance the United Nations 2030 Agenda for Sustainable Development. They pledged to actively utilize the research findings on the public security index in key areas of public security cooperation, enhance cross-border cooperation, and work together to address governance challenges and build governance capabilities, contributing to the construction of a community with a shared future for mankind, and a world of universal security, common prosperity, and openness and inclusiveness.
