On September 14, the International Forum on Police and Science of the 2023 Global Public Security Cooperation Forum (Lianyungang) was successfully held in Hangzhou. Chen Zhimin, President of the China Association for Friendship, attended the event and delivered an opening speech. 10 overseas and domestic experts gave keynote speeches at the forum and more than 80 representatives from public security police authorities, 24 colleges and universities, and enterprises attended.
The forum highlighted that while emerging technologies such as artificial intelligence significantly enhance the effectiveness of policing, they also present new challenges. It emphasized the need to adhere to principles of openness, equality, legality, and cooperation, strengthen legislative exchanges among countries in the field of artificial intelligence, and jointly advance the construction of governance capabilities of new types of crimes. On the theme of “New-type Crime Governance in the Context of Generative Artificial Intelligence”, participating guests conducted in-depth discussions and exchanges on the issues of possible impact of emerging technologies on the current and future society, how to build closer international cooperation mechanisms to jointly respond to the challenges posed by new-type crimes.
Based on the extensive consensus among various parties, the forum adopted the outcome document, the GPSCFL Initiative for New-Type Crime Governance in the Field of Artificial Intelligence, which provides a theoretical framework for enhancing international cooperation in combating new types of crime and establishing more efficient international police cooperation mechanisms.
