The International Forum on Police Education Cooperation (IFPEC) of the 2024 Conference of Global Public Security Cooperation Forum (Lianyungang) was held in Lianyungang City of Jiangsu Province on September 8. The sub-forum, gathered nearly 100 participants, including senior law enforcement officials, chiefs of police academies, and policing experts, from 19 countries and regions. Themed “Police Talent Cultivation and International Cooperation in the Digital Age”, the sub-forum was hosted by China Association for Friendship, organized by the People’s Public Security University of China (PPSUC), and co-organized by the Cybercrime and Global Governance 111 Base.
The sub-forum announced the Call to Action: Future Talent Excellence Initiative in Global Public Security (2025-2026) (hereinafter referred to as Call to Action) and was warmly received by participating police academies at home and abroad. The Call to Action calls on police academies worldwide to adhere to principles of openness and inclusiveness, equality and mutual benefit, pragmatism and efficiency, extensive consultation, joint contribution, and shared benefits. Through activities such as Joint Training Programs for Law Enforcement Competency, Joint Training Instructor Program, and “Rising Policing Stars” Skill Challenge, the Call to Action plans to collaboratively cultivate talents with an international perspective, professional competence, and strong innovation capabilities in the field of public security, with a view to injecting new vitality and momentum into global public security law enforcement capability building.
During the sub-forum, 5 participating police academies jointly signed the Joint Training Programs for Law Enforcement Competency (2025).
