On September 9, the 2024 Conference of Global Public Security Cooperation Forum (Lianyungang) (GPSCFL) was inaugurated in Lianyungang city, Jiangsu province. Based on preliminary preparation and thorough extensive discussions and exchanges, the Conference released a series of outcome documents, including the Global Public Security Cooperation Concept Paper and the annual Report (2024) of the GPSCFL.

The Global Public Security Cooperation Concept Paper is the furtherance of the “Concept Paper on Public Security” of the Forum last year. Through extensive and in-depth research, we recommended 10 areas for global public security cooperation in view of the major public security threats facing the world and the objective reality of the uneven development of public security governance among different countries, including upholding the UN’s central role on maintaining common security, extensively participating and continuously deepening regional and global multilateral security cooperative mechanisms, effectively and efficiently conducting international law enforcement cooperation, supporting civil societies’ participation in global public security governance, jointly combating transnational criminal activities, enhancing global anti-terrorism cooperation, building a peaceful, secure, open and cooperative cyberspace, strengthening cooperation in addressing the potential risks of artificial intelligence, improving the public security governance system and enhancing public security capacity building. 

The Global Public Security Cooperation Forum (Lianyungang) Annual Report (2024) is the first annual report of the GPSCFL, which reviews the five conferences of the Forum since 2015 and the historical evolution of transformation and upgrading in 2022, summarizes the important achievements of the Forum since its transformation and upgrading, as well as the cutting-edge insights of experts and scholars in the field of public security.

As of now, the GPSCFL has successfully hold annual conferences for three consecutive years, adopted documents like the Concept Paper on Public Security, the GPSCFL Initiative on Deepening Cooperation for Shared Global Public Security, and Consensus Document on Global Public Security Index, and achieved plenty fruits such as the Consensus on Data Security, Call to Action: Future Talent Excellence Initiative in Global Public Security, and the GPSCFL Initiative for New-Type Crime Governance in the Field of Artificial Intelligence, providing the international community with public security goods in line with the characteristics of the times.

In order to enable countries around the world to better understand the Forum and its achievements, and highlight its international and professional characteristics, the website of GPSCFL was officially launched （https://www.lianyungangforum.org）during the Conference. The website will be an important platform to display the basic information of the Forum, the introduction of the Board members, news, conference and activities.
